Milestone Revision 1.9

There has been no release for over 2 years. In part this is because not a lot of activity has occurred. There have been requests which were difficult and stalled a bit, but also no more pushing from the requester. Sometimes time heals the aches that people initially had. Sometimes it calms down the urge that leads to chaff being added. On the other hand, it might have frustrated the submitters.

Now the UCUM site is back in an actively maintainable state. We need to increase the board of advisors to become more active resolving things. But let's see if we can't start out with a new year 2013 release to show some activity.
